USA - USPS American Commemorative Collections Series.
Commemorative Panels have been issued by the US Postal Service since 1972. Each 8-1/2 x 11-1/4 inch Panel is printed on card stock with engraved vignettes. Each Panel also includes subject-related text and stamps affixed to the Panel, sometimes in a plastic mount. Commemorative Panels have been issued for every US commemorative stamp. 
On Offer Here - Two Multi-ring Binders Containing 40 panels each:-
Binder 1 with 40 Panels from 6 June 1974 to 6 April 1976 (not sure if complete)
Binder 2 with 40 Panels from 14 April 1978 to 18 October 1979 (not sure if complete)
Some of the Panels in Binder 1 contain Early Signs of Foxing along the Top Edge and Binder itself has Cosmetic Issues on the Front Cover as scanned. No Issues with Binder 2.
